[IA64] Set IRQ_PER_CPU status on percpu IRQs

[IA64] Set IRQ_PER_CPU status on percpu IRQs

   This is necessary to prevent percpu IRQs from being triggered
when CPUs are offlined.  Also remove some extraneous printks and
rename variables.
